July 21, 2009 Meeting Minutes



Call to order:               The Pepperell Board of Health was called to order at 7:00 PM by Mr. Lambert

Question of permit signatures

·         Mr. Lambert made mention of the Board of Health’s annual membership with Mass. Association of Health Boards



·         Mr. Lambert brought up the subject in regards to who would be signing off for final permits

·         Miss Garbarz stated at a previous Board meeting it was voted on to allow Nashoba Boards of Health to sign final permits. She said most towns have given Nashoba Boards of Health permission to sign off on final permits.

Board members signed the warrant.

Progress of Nashoba Boards of Health


·         Miss Garbarz updated the Board members of the progress of housing and food inspections, in addition to septic system inspections and septic reviews. Miss Garbarz showed the Board members the deed restriction for Lot 35 at Emerson Village as an example.


·         Mr. Buckley asked how often you go out to re-inspect when there are food violations.


·         Miss Garbarz said each inspection is on a case by case basis. Depending on the severity of the violation will determine the timing of the re-inspection.


·         Mr. Buckley proposed putting septic plan layout someone in the basement at or near the electrical box for future homeowners.

·         Mr. Marriner agreed.

·         Mr. Lambert said these septic layouts get lost, or people don’t know what they are. It is a nice idea but they are better off coming into the office.





·         Mr. Marriner wanted to know if the Health Agent is satisfied with that the well would be protected at Emerson Village.

·         Miss Garbarz stated Mass. DEP would not have approved the Nitrogen Aggregation Plan if it wasn’t in compliance.




·         Mr. Lambert commented that he and the other Board members are very satisfied with the performance so far with Nashoba Boards of Health. He is pleased with the professionalism and skill that the Health Agent possesses.





Mr. Buckley made a motion to adjourn the meeting. Mr. Marriner seconded it. A vote was taken. All were in favor.

Meeting was adjourned at 7:35PM
