Call to order:†† The Pepperell Board of Health was called to order at 8:00 AM by Mr. Lambert

Business:

Discussion of 2011 Budget

 

         The Board discussed the 5% decrease for the FY 2011 budget †The Finance Committee Chairman said ďIf anyone receives a step increase add into the budget and decrease the budget to come up to the 5% total decrease.

 

 

 

 

 

         Mr. Buckley asked how much was spent last year on the Rabies Clinic.

         Mrs. Grogan said the bill came to $1,323.00, even though we only received $1,000.00 in this line item.

         Mr. Buckley said remove rabies clinic. Take the $1,000.00 and do away with clinic. Let people go to the veterinarian for the rabies shot.

         Mr. Lambert asked the Health Agent about other towns when it comes to the Rabies clinic.

         Health Agent Garbarz said Pepperell would be the only town that would not have a Rabies clinic.

         Mr. Marriner wanted to know if there is a charge for getting the vaccine.

         Mrs. Grogan said there is a $15.00 for the vaccine and that money is being turned into the general fund.

         Mr. Marriner said whatís to say that the $15.00 fee canít go to Mr. Smith. All the funds can go to whoever runs the Rabies clinic.

         Mr. Lambert asked if could speak to Mr. Smith before making decision.

 

 

 

 

 

         Mr. Marriner said the Rabies Clinic can be run by the veterinarian and we can participate to volunteer as private citizens.

         Mrs. Grogan called Dr. Smith, he is busy they will call back

 

         Mr. Marriner said he feels that the BOH is semi-obligated to protect the public. We are members of the BOH and a Rabies Clinic is important to protecting the public.

         Health Agent Garbarz agreed she doesnít want to see the Rabies clinic eliminated, but for the sake of todayís discussion it should be tabled and we will have more concrete numbers for the meeting, and if the newspaper man is at the meeting likely he will put this information in the paper.

         Mr. Marriner would like someone to talk to the Selectmenís or the Treasurer to see if it is legal for people were to write out checks to the veterinarian.

 

 

 

Mr. Buckley made a motion to eliminate the veterinarian services for the Rabies Clinic of $1,000.00.

Mr. Marriner seconded to the motion to discuss the veterinarian services.

Mr. Buckley made a motion to table the Rabies clinic discussion until the next meeting.

Animal Inspector

         Mr. Lambert spoke to the Animal Inspector last year for the FY ď10 budgetĒ, and she was willing to take a cut in her. We can take $1,000.00 from her wages.

         †Mr. Buckley said if she was willing to take a cut she could take a bigger cut this year.

         Mr. Buckley asked how much did the last animal inspector charged for his services.

         Mr. Lambert said the previous inspector did a lot for free.

         Mr. Marriner asked why we need an animal inspector. What does the Animal Inspector do

         Mr. Lambert said she does all the barn animal inspections we have 280 horses not counting goats and other animals.

         Mr. Marriner said he is not convinced the BOH should be paying for an animal inspector.

         Mr. Lambert asks what if an animal gets mouth and hoof disease and they spread it around town. By law we have to have an animal inspector.

         Mr. Marriner said the BOH is hurting.

         Mr. Buckley said the Finance Committee is coming in with a hatchet saying cut, cut, cut, so we need to find places to make the cuts. Secretary lost a lot of money. Letís take a $2,000.00 from her wages and a possible $1,000.00 from the animal clinic now we are up to $3,000.00 in cuts.

         Mr. Marriner asked what if we eliminate the position.

 

 

 

         Mr. Lambert said lets take $2,000.00 and leave $1,000.00 in her budget.

 

 

 

 

 

 

 

         Health Agent said we need to another $1,650.00 from the budget.

         Mr. Buckley said take the remaining money should come out of Hazardous Waste.

         Mr. Lambert said why donít we take $1,000.00 from the Hazardous Waste account and then take the remaining from other line items.

         Mr. Buckley asked what do we use mileage for and Conference Registration used for.

         Mr. Lambert said the telephone line item was used for the 2 cell phones, but we donít use them any longer.† $840.00 can be removed.

         Mrs. Grogan said postage is used for certified letters but now that Nashoba BOH is issuing any violations, we donít have the big cost.

         Mr. Lambert said cut postage by $510.00 leave $100.00 in $100.00 in that account.

         Mr. Marriner said take $100.00 out of forms; leave $100.00 in the account.

         Mr. Marriner said to cut mileage by $50.00 and meeting take $50.00.

         Mr. Lambert said take out $100.00 from Conference Registration.

         Mr. Lambert said leaves the membership at $100.00. Cut out dues of $25.00.

         Health Agent Garbarz inquired about the Police details. Chief Davis said in the newspaper that details they would cut down on the details.

         Mr. Buckley asked why we need police details.

         Mr. Lambert said why we donít cut them out. If we donít need the details get rid of the two line items?

         Health Agent Garbarz said both she and the Secretary will go over the figures the Board made to the budget.

 

 

 

 

 

         Mrs. Grogan said we need to take additional money out to make up the difference for the step increases for the Animal Inspector and herself.

         Mr. Lambert knows about the step increases since he spoke to someone at the Town Hall.

Mr. Buckley made a motion to reduce the Animal Inspectors budget by $2,000.00.
